Stephen Kilburn

Stephen Kilburn is a registered professional planner and senior geomatics professional with over 25 years of experience in resource management and planning.  

Stephen specializes in applying geospatial information to aid decision-making, governance and legal processes. He works largely for Indigenous communities and organizations, regional planning bodies, municipalities, and other levels of government, most often in teams of other professionals with complementary areas of expertise.  

Some of Stephen’s recent projects include researching information and capacity building needs in Canadian Indigenous communities for Natural Resource Canada, co-authoring a book on Indigenous traditional knowledge research in the Canadian north, and supporting research and marine plan development for an organization representing 14 Inuit communities in northern Quebec. Stephen has been involved in over 35 Indigenous use-and-occupancy studies in roles including preparing study methodologies, designing databases and supervising data input, data creation, quality assurance, analysis, information product creation, and training staff through workshops and in small group sessions. 

Stephen holds a B.E.S in Urban and Regional Planning, and an M.A. in Regional Planning and Resource Development, both from the University of Waterloo.
